In order to prevent the spread of COVID-19, and to protect our passengers from the risk of infection, we highly recommend you to carefully read the following precautions to ensure smooth travel.
Preventive measures taken by Xiamen Airlines
According to CAAC (Civil Aviation Administration of China) prevention policies of COVID-19, Xiamen Airlines is taking strict preventive measures. This includes temperature screening by Non-contact Body Infrared Thermometer at check-in counters and boarding gates. You are required to bring a mask. If it's a KN95/N95 mask, please choose the one without a valve. Please do wear it during the entire flight. Any passenger with fever(≥37.3℃), fatigue, cough or other flu-like symptoms, or who conceals their symptoms by taking medicines to control temperature will be denied boarding. If any passenger who refuse temperature screening will not be able to continue their journey as well.
If you have ever been tested positive for COVID-19, please suspend your travel, seek medical advice and take the flight to China after 3 months of full recovery. Please refer to other specific regulations for passengers with a history of previous infection, close contact and symptoms of covid, please refer to https://s.xiamenair.com/38c1949.
To strengthen the containment measures of COVID-19, in accordance with the Frontier Health and Quarantine Law of the People’s Republic of China, all travelers taking on international/regional inbound flights are required to fill in the Health Declaration Form on Entry/Exit, declaring their health conditions truthfully to guarantee safety of other travelers. Those who report their health conditions falsely, could be subject to administrative or criminal punishment according to relevant regulations and laws of People’s Republic of China. If any losses or damages to the airlines or other travelers are caused by such behaviors, they will be held accountable by laws and regulations.
We will protect your personal information in compliance with relevant laws and regulations. Your health information (such as body temperatures) collected as the requirement of national containment policies will be only used for the disease containment purposes. We will not provide or disclose your information to any third-parties except the governments, airports or its authorized agents of your departure, transfer or destination countries/regions without your consent, unless we are required or permitted to do so under applicable laws.
1. Requirements for Pre-departure Testing to China
To further curb the spread of COVID-19 across borders, safeguard the health and safety of passengers and maintain normal operations of flights between China and Singapore, the adjustments are made in accordance with the relevant requirements on pre-departure tests to China as follows:
1.Take an additional antigen rapid test(ART) on the day of check-in
1.1 Passengers(6 years old and above) flying to China on and after 31 March (Thursday) are required to take an additional antigen rapid test 2 to 6 hours before the flight takes off. Passengers shall take the ART at Changi Testing Facility, located at Terminal 3 Level 1, Coach Stand.
For instance, passengers who take Xiamen Airlines flight MF852 which takes off at 3:25PM on 6 April(Wednesday) can undergo the testing from 09:25AM to 1:25PM on the same day.
1.2 Passengers shall make an appointment and pay online at least one day in advance via Raffles Connect of Raffles Medical Group.Testing fee is S$38 per person, inclusive of tax.
1.3 After the test, there is no need to wait at the testing facility. ART test results will be sent to passengers via SMS and email. Passengers are eligible to proceed to check in with the valid health codes and negative ART test results. If passengers fail to receive the test results within the normal waiting time, they can contact the airlines check-in counter for inquiry.
1.4 ART test results are only used for check-in procedures, not for? health code application. Self-tests or ART tests performed at other clinics or beyond 6 hours prior to departure cannot be used for check-in.
2. Adjust the Requirements on Pre-departure PCR Tests?
2.1 Take an additional PCR test before departure
Passengers taking flights on and after 8 April (Friday) shall undergo an additional PCR test on the seventh day before departure (the first day of self-isolation). Passengers can take the test at any of the testing facilities authorized by the Ministry of Health that can provide a standardised test memo with verifiable QR code.
For instance, passengers taking Xiamen Airlines flight MF852 to Xiamen on 13 April (Wednesday) shall take an additional pre-departure PCR test on 6 April (Wednesday).
2.2 Adjust testing time requirements of the PCR test 1 day before departure
Passengers taking flights on and after 8 April (Friday) shall undergo a PCR test within 24 hours prior to departure. Tests at other time points will be regarded as invalid.
For instance, passengers taking Xiamen Airlines flight MF852 at 3:25PM on 13 April shall take a PCR test after 3:25PM on 12 April (the sampling time will be noted on the standardised memo, see attachment for the sample). Tests taken earlier than 3:25PM on 12 April will be regarded as invalid.
The principle of “cross-testing” for tests on the second day and within 24 hours before departure remains unchanged. As time is pressing for the test within 24 hours before departure, passengers are kindly advised to confirm with the clinics that they can obtain the test memos promptly to apply for health codes. Express testing is available at the Raffles Hospital Travel Testing Centre or A&E Department and some hospitals and clinics of Parkway Medical Group (express fees may apply depending on the urgency of the test, and the fastest results may be available in about 4 hours).?
Note: The test memos will be invalid if they are not issued by two different testing agencies or both tests are not administered by hospitals and clinics of Raffles Medical Group or Parkway Pantai Ltd.
2.?Adjusting observation period for confirmed cases of COVID-19
2.1?Passengers who have been tested positive for nucleic acid (PCR) or rapid antigen (ART) tests shall take the tests for inspection 2 weeks after the date tested positive. If the hospitalized treatment lasts for over 2 weeks, those shall take the tests for inspection after discharged from hospital. Those who have passed the inspection by the Embassy can fulfill the 6-week observation period (including the 14 days of health monitoring?during self-isolation). If there is no abnormality, they can take pre-departure tests and apply for health codes.
Specific procedures:
Two nucleic acid tests (PCR) with an interval of 1 day (performed in two different testing agencies that can provide the test memo with verifiable QR code or web link for verification)?and one lung X-ray/CT test shall be performed after the infection. The results of these tests shall be submitted to the Embassy for review. The lung X-ray/CT shall be performed within 5 days before the date of submission, and the two PCR tests shall be performed on the 3rd and 1st day before the date of submission respectively. Passengers shall fulfill health monitoring?during self-isolation for 14 days from the date of approval by the Embassy. If there are no symptoms such as fever or cough, pre-departure tests can be performed to apply for health codes 6 weeks after approval by the Embassy.
For example, those can take the tests for inspection as early as 15 January once infected or tested positive for COVID-19 on 1 January. If they choose to take the first PCR test on 17 January and the second one on 19 January, the lung X-ray/CT test can be performed between 15 January and 20 January and the application for approval shall be submitted via e-mail on 20 January. If any of the above test results is unqualified, they shall wait for 2 weeks before undergoing the procedure again.
The Embassy will review the relevant documents after receiving the application and and inform the confirmation via e-mail. Those shall start the 14-day health monitoring?during self-isolation since the date of confirmation. If there is no abnormality, pre-departure tests can be performed to apply for health codes 6 weeks after approval by the Embassy. If there are symptoms such as fever or cough during the 14 days, passengers shall contact the Embassy for further guidance.
2.2?For passengers with history of COVID-19?infection?who are tested?positive?for total antibody N protein or IgM antibody tests?before departure,?if they?are tested?negative for PCR tests, they are eligible for the inspection process. Those who have received the confirmation from the Embassy can take pre-departure tests and apply for health codes after the 6-week observation period (including the 14 days of personal health monitoring?during self-isolation) .
2.3 Passengers?with history of COVID-19 infection shall report to the Embassy via https://wj.qq.com/s2/5896473/3a7f/?as early as possible once they intend to travel to China, to obtain the contact e-mail address and detailed requirements.
Those who have already reported to the Embassy may adjust their itinerary to China in accordance with the above requirements. Those who have completed relevant procedures before 10 January, 2022 can submit documents and apply for approval in accordance with the previous requirements.?From 11?January, 2022, the new procedure shall be followed as required.
3.?Further standardizing pre-departure self-isolation
3.1 Additional proof of self-isolation before departure is required. When applying for health codes, those working or studying in Singapore?shall also provide the certificate proving that the employers or schools agree them to take a vacation or work from home or home-based learning before their departure (the starting date shall be no later than the 7th day before departure, see Annex 1 for the sample of the certificate).
For current students, they can upload the full holiday notice(including the academic calender) or home-based study notice released by the schools. Those who have resigned, graduated, and completed the study or training shall submit certificate of resignation, graduation or completion of study.
For work or student’s pass holders, the employer or school issuing the certificate shall be the same as indicated on the pass. For those who are not working or studying in Singapore shall declare their current status in Statement of Commitment on Personal Health Monitoring (see Annex 2 for the revised version). They are not required to offer proof materials but shall take a 7-day self-isolation before departure as required. 4. Standardizing the uploading of vaccination certificate
4.1 For those vaccinated in China, please upload International Travel Health Certificate (see Annex 3 for the format), or upload the relevant vaccination certificate with a verifiable QR code (including certificates obtained after overseas vaccination certification in Singapore).
4.2 For those vaccinated in Singapore, please upload vaccination certificate with a verifiable QR code (Vaccination HealthCert, see Annex 4 for the format).
To apply for the above certificate, you need to register a Singpass account in advance,which will take a certain amount of time. Therefore, if you plan to fly to China, especially those who have resigned, please apply for the vaccination certificate in advance according to the attached method, avoiding the inability to apply in time due to the cancellation of the Singapore IC. (See the second item of Annex 4 for the method of applying for a certificate for those who do not have a Singpass account).
4.3 For those who fail to offer vaccination certificate as required above, in principle, the vaccination will not be recognised and the pre-departure tests shall be carried out as for unvaccinated passengers,which means that an additional IgM antibody test shall be required. Please note that you still need to upload your vaccination certificate and Letter of Commitment on COVID-19 Vaccination while applying for a health code. If you are tested positive for IgM antibody, it may affect your trip to China.
4.4 For those vaccinated outside of China and Singapore, please upload a verifiable vaccination certificate fulfilling the requirement of the Embassy of China in the place of vaccination. The Embassy will check the situation with the relevant Embassy.
5. Special Reminder
5.1 For passengers flying to China mainland, please take local direct flights rather than transit flights via a third country or region. The Chinese Embassy and Consulate will no longer issue green health codes to transit passengers (passengers from the countries or regions that have no direct flights to China mainland are excluded ).
5.2 According to the relevant laws and regulations of the People’s Republic of China, providing false nucleic acid certificate will bear corresponding legal liability and bear liability for damages to the airline or others.
